 Peter "Randy" Safino, P.E., President & CEO
Randy currently serves as President/CEO.  Randy graduated from San Diego State University with a Bachelor of Science Civil Engineering Degree in 1985.  He obtained his California Professional Engineer license, PE 44171, in 1989.  In his 30+ years at SB&O, Randy has served in virtually every level of production within the Civil and Survey Departments.  In addition to the prominent role he plays in project management, working through all development phases, Randy is responsible for the day-to-day management of the company.  His duties range from overseeing client and employee relations, to business development strategies, to corporate budgets and asset purchases.
  
 Michael S. Butcher, P.L.S., Vice President
Mike is a Vice President, and currently serves as Survey Department Manager.  Mike received a certificate in Land Surveying from Rancho Santiago College in 1991.  Since then, he has actively pursued continuing education opportunities, and has been an active member of California Land Surveyors Association, of which he served as Chairman of the Legislative Committee for several years.  Mike holds Professional Land Surveyor licenses in California (PLS 6922) and Nevada (PLS 11423), and a Registered Land Surveyor license in Arizona (RLS 28716).  Mike has 30+ years surveying, mapping and construction staking experience in Southern California, 29 years with SB&O.  He is currently in charge of construction staking, deformation surveys, GPS surveys, topographic surveys, as-built surveys, and ALTA/Land Title and boundary surveys. His corporate responsibilities include overall management of the Survey Departments in all three offices.
  
 Allen L. Butcher, P.E., Vice President
Allen is a Vice President, and currently serves as Storm Water Management & Hydrology Manager.  Allen graduated from San Diego State University with a Bachelor of Science Civil Engineering Degree in 1988.  He obtained his California Professional Engineer license, PE 47107, in 1991.  Allen’s 30+ years of experience, all with SB&O, have allowed him to work on a variety of project types, serving in several capacities.  Allen’s current position requires an elevated level of expertise in Storm Water Management and Hydrology.  His specialized training and experience includes hydrology/hydraulics, HEC-2 analyses, National Pollutant Discharge Elimination Systems and Storm Water Pollution Prevention Plan compliance, Caltrans encroachment permitting, sewer capacity studies, fire protection systems, and sewer and storm water pump stations.
  
 Donald R. Brooks, P.E., President, Inland Empire Division
Don currently serves as President of SB&O’s Inland Empire Division.  Don graduated from San Diego State University with a Bachelor of Science Civil Engineering degree in 1986.  Don holds Professional Engineer licenses in California (PE 41829), Arizona (PE 23111), and Nevada (PE 8901).  Don manages the Inland Empire Office, located in Temecula, CA.  He has 30+ years of professional experience in private land development and public works. His career highlights include continuous “on board” design experience, and over 20 years in senior supervisory roles, including project management and administration for all phases of company operations.
  
 Daniel J. O’Rourke, P.E., Vice President
Dan is a Vice President, and currently serves as a Sr. Project Manager in our Inland Empire Office.  Dan graduated from San Diego State University with a Bachelor of Science Civil Engineering Degree in 1987.  He obtained his California Professional Engineer license, PE 47677, in 1989. 
Dan started with SB&O by opening the Temecula office in December 2000.  Dan has managed the planning, design, and construction support of major private land development and public works projects located throughout the State of California.  Over the course of his career, he has become an expert in the planning and design of site improvements involving large scale grading operations and drainage constraints.  In the public sector, he has been responsible for the planning, design and construction support for major drainage and roadway projects, sewer and water improvements, and traffic signal design projects. 
  
  
Aaron W. Parker, P.E., Vice President
Aaron graduated from Oregon State University with a BS in Civil Engineering in September of 2001, and shortly thereafter was hired as a Staff Engineer at SB&O.  In 2005, Aaron received his Professional Engineer License; this accomplishment earned him a promotion to Project Engineer.  In May 2008, Aaron graduated from a two-year MBA program at CSU, San Marcos; this accomplishment led to his promotion to Senior Project Engineer in 2009.  It was at this same time, that Aaron accepted his current position of Vice President.  Aaron has been involved in several types of projects - commercial, residential (multi-family and single-family), high-rise buildings, mixed-use development, and redevelopments.  His experience encompasses all phases of development, from discretionary approval processing and permitting, through construction and as-builts.
